What is the Special Visa and Immigration Inspection Facilitation program?
北京市政府外事辦公室為符合條件的外籍商務人士簽發5年多次、停留期為180日的專項邀請函。中國駐外簽證機關據此審發5年多次、停留期為180日的M字或相應類別簽證；申請人可免予采集指紋并可委托他人辦理簽證，且只收取一年多次簽證費用。北京邊檢總站將對從北京口岸出入境的外籍商務人士提供邊檢通關便利。
The Foreign Affairs Office of the People’s Government of Beijing Municipality (hereafter referred to as the “Beijing Municipal Foreign Affairs Office”) offers a special invitation letter to eligible foreign business visitors, allowing them to apply for a five-year multiple-entry M visa with a 180-day stay per trip. With this invitation, Chinese visa-issuing authorities abroad may grant the corresponding M visa (or an equivalent visa type). Applicants are exempt from fingerprint collection and may authorize others to apply on their behalf. Only the fee for a one-year multiple-entry visa will be charged. The Beijing General Station of Exit and Entry Frontier Inspection will provide immigration inspection facilitation for the eligible foreign business travelers entering through Beijing ports.

專項簽證和通關便利工作服務對象有哪些？
Who are eligible for this program?
由符合條件的在京注冊企業（以下簡稱邀請主體）邀請的，需經常來京從事商業貿易活動并發揮積極作用的外籍商務人士，及其配偶和子女。
This program is designed to serve foreign business personnel who need to frequently travel to China to actively engage in commercial and trade activities. Their spouse and children may also benefit from this program. Eligible visitors must be invited by a qualified Beijing-registered enterprise (hereinafter referred to as the “inviting organization”).

邀請主體申請需要提交哪些材料？
What documents are required from the inviting organization?
邀請主體只能為本企業邀請的來京從事商業貿易活動的外籍人員申請簽證和通關便利,具體材料如下：
（一）申報表在北京市政府外事辦公室官網（www.mike-usenia.com）注冊填報并生成，邀請主體負責人簽字并加蓋公章；
（二）外籍商務人士護照首頁復印件；
（三）外籍商務人士首次來京日程；
（四）邀請主體出具的邀請函（含中文翻譯件）；
（五）能夠證明邀請主體與外籍商務人士之間存在真實直接正常往來的文件（加蓋邀請主體公章）；邀請配偶和子女還需提供婚姻證明和出生證明；
（六）邀請主體出具的擔保函；
（七）邀請主體營業執照。
The inviting organization can only apply for visa and immigration inspection facilitation for foreign visitors engaging in business and trade activities in Beijing upon their invitation. The required documents include:
1. Application form (to be registered and completed on Beijing Municipal Foreign Affairs Office’s official website www.mike-usenia.com, signed by a legal representative of the inviting organization and stamped with the company seal).
2. A copy of the foreign business visitor’s passport information page.
3. Travel itinerary for the visitor’s first trip to Beijing under this program.
4. Invitation letter issued by the inviting organization (including a copy of the Chinese translation).
5. Supporting documents proving a genuine and direct business relationship between the inviting organization and the foreign business visitor (stamped with the company seal of the inviting organization); marriage certificate and birth certificate(s) if the spouse and children are invited.
6. Letter of guarantee issued by the inviting organization.
7. Business license of the inviting organization.

邀請主體申請專項簽證便利措施需向北京市哪個政府部門提出申請？
Where should the inviting organization submit applications?
可向企業注冊地所在區外事部門提出申請，具體聯系方式如下。如咨詢專項簽證便利政策和通關便利政策可分別聯系北京市政府外事辦公室（55574107）和北京邊檢總站（56095092）。
Applications should be submitted to the Foreign Affairs Office of the district where the inviting organization is registered.

邀請主體如何獲得專項邀請函？
How can the inviting organization obtain the Special Visa Invitation Letter?
北京市政府外事辦公室審批后，邀請主體在北京市政府外事辦公室官網下載專項邀請函。如需紙質版專項邀請函，可前往北京市外事綜合服務大廳（東城區青龍胡同1號歌華大廈A座2層）領取。
Upon receiving approval from the Beijing Municipal Foreign Affairs Office, the inviting organization can download the Special Visa Invitation Letter from the Office’s official website.
For those who require a physical copy, it can also be collected in person at the Beijing Foreign Affairs Services Hall (Address: 2nd Floor, Block A, Gehua Mansion, No.1 Qinglong Hutong, Dongcheng District).

不收取任何費用。
No fee is charged for the Special Visa Invitation Letter.

Once the foreign business visitors receive the Special Visa Invitation Letter, how should they proceed to obtain a visa to China?
外籍商務人士可登錄我駐外使領館官網，查詢來華簽證申辦具體要求。
The foreign business visitors may go to the official website of the Chinese embassy or consulate in their home country to check the specific visa application requirements.

邀請主體如何為符合條件的外籍商務人士落實通關便利舉措？
How can the inviting organization assist the eligible foreign business visitors in getting immigration inspection facilitation?
邀請主體需指定專辦員報北京邊檢總站備案，并由專辦員為外籍商務人士落實通關便利舉措。通過北京口岸出入境的外籍商務人士來京前5個自然日通過邀請主體及時通報北京邊檢總站，北京邊檢總站為外籍商務人士提供邊檢通關便利。
The inviting organization must designate a representative, who shall register with the Beijing General Station of Exit and Entry Frontier Inspection, to obtain immigration inspection facilitation for the invited personnel. The inviting organization must, at least five calendar days prior to the visitors’ arrival, notify the Beijing General Station of Exit and Entry Frontier Inspection, which will then arrange immigration inspection facilitation for the visitors upon their entry through Beijing ports.

如外籍商務人士申請專項簽證和通關便利已獲批準，再次申請時，邀請主體申辦材料是否會有簡化？
For inviting organizations that have successful application records, will the documents required be simplified for future requests?
北京市政府外事辦公室對已經審批通過的邀請主體建立電子臺賬，對同一邀請主體不同人員申請，免除提交營業執照等材料。
The Beijing Municipal Foreign Affairs Office keeps an electronic record of all approved inviting organizations. If the same companies apply for this facilitation program for additional individuals in the future, they will not need to resubmit documents such as business licenses.

符合條件的外籍商務人士入境中國后可否從事非商務活動？
Can foreign business visitors who came to China under this program engage in non-business activities after entering?
外籍商務人士來京目的應從事商業貿易活動。獲得專項簽證和通關便利的外籍商務人士，來華后如有違法犯罪情形的，將依法依規處理。
These visitors are expected to enter Beijing for business and trade activities. Those granted the special visa and immigration inspection facilitation who engage in unlawful activities after arrival will be subject to legal action in accordance with relevant Chinese laws and regulations.
